The Between the Lakes HORSE Project meets monthly October thru August on the second Thursday of the month at the Hilbert Community Center, from 7 pm until 9 pm., unless otherwise announced. This project is open to all active 4H members. Please come and check us out.

It’s January thaw, and many of us are feeling the first twinges of spring fever. So, what are the requirements to compete with our horses, or without them, in 4-H state events? In the Calumet County Fair? At local horse show?

It is important to understand the State and Federal requirements for transporting your horse within the state or across state lines. A summary of the Wisconsin requirements is included, but remember that an individual event may have additional requirements.

Then there are the rules that define the events. What are the classes? What are the expectations? Is it a horse event or an educational event? Following is a summary of the paperwork requirements to participate in State 4-H Horse Association events.

Wisconsin Administrative Codes Department of Agriculture, Trade and Consumer Protection (ATCP) includes the following summary. Remember, Equine Infectious Anemia (EIA) is typically identified with a Coggins test.

  1. Moving horses and other e​quines within Wisconsin 

Equines moving within Wisconsin need to meet the requirements of the destination.

Fair or exhibition

Equines must have proof of a negative EIA test within the previous 12 months. Check with the fair or exhibition organizers to find out if they require additional paperwork or testing. No EIA test is required for nursing foals accompanying an EIA negative dam as long as the nursing status is identified on the certificate of veterinary inspection (CVI).

Organized trail ride or training seminar

Equines must have proof of a negative EIA test within the previous 12 months. Check with the ride or seminar organizers to find out if they require additional paperwork or testing. No EIA test is required for nursing foals accompanying an EIA negative dam as long as the nursing status is identified on the CVI.

Sale or transfer of ownership

Equines must have proof of a negative EIA test within the previous 12 months. No EIA test is required for nursing foals accompanying an EIA negative dam.  A CVI is not required.

Following is a summary from the Wisconsin State 4-H Horse Association. It applies to the following State 4-H events. The specifics for the individual classes are not included here, but will reviewed at the February and March meetings.

It is considered a privilege to represent your county at a State 4-H Horse Association Event. To participate the exhibitor MUST be a currently enrolled 4-H Horse or Horseless Horse youth member in good standing on a 4-H club and county level.  The work/animal exhibited must be the 4-H members project work completed within the current 4-H year.

Entries for ALL EVENTS must have ALL FOUR signatures, correct fees and be received by the advertised deadline. The FOUR signatures are: 4-H Member, parent or guardian, 4-H Project Leader, and Extension Agent. The fees include a minimum of $50 to support the Horse Association, based upon the number of participants and events attended.

EDUCATIONAL ENTRIES (Team and Individual): Exhibits DO NOT require a blue ribbon or previous exhibition at a county qualifying show to participate at State 4-H Horse Expo or any other State Horse Events. Team members must be currently enrolled in the 4-H Horse or Horseless Horse project from the same county.

HUNT & DRESSAGE SHOW / GYMKHANA: Exhibitors are not required to win a blue ribbon or previous exhibition at a county qualifying show to participate at either of these State Horse Shows.

STATE 4-H HORSE EXPO – HORSE ENTRIES: Exhibitors MUST receive a BLUE RIBBON in a qualifying class at their County Qualifying Horse Show/Fair. This includes ALL Blue Ribbons awarded in Danish Classes.

Exhibitors MUST enter one class in which they received a blue ribbon in a qualifying class at their county qualifying show/fair.  Other classes may be selected from the current Expo class list.

Horseless Horse Exhibitors MUST win a blue ribbon in either Horseless Horse Showmanship or Horseless Horse Walk Trot, Pleasure, Walk Trot Equitation or Walk Trot Trail at their County Qualifying Show/Fair and are only permitted to show in Horseless Horse Classes.

QUALIFYING CLASSES: Showmanship, Pleasure (Hunter Under Saddle, Western, Saddle Seat), Equitation/Horsemanship, Driving, Reinsmanship, Obstacle Driving, Trail, Western Riding, Therapeutic (Trail & Walk Trot), Horseless Horse (Showmanship & Walk Trot Equitation)

Wisconsin Administrative Codes Department of Agriculture, Trade and Consumer Protection (ATCP) Section 160 Regulations for State and County & District Fairs addresses eligibility, divisions and classes, and premiums for the Calumet County Fair. ATCP 160.16 is specific to horses. It lists all of the possible classes that may be offered with State Supported premiums. It also defines Danish Judging and Standard Judging.
